Negotiating with the federal government can seem challenging and, at times, even frustrating. Negotiators must not only be familiar with the positions and motivations of the Government, they must also know and understand the rules and regulations that govern the negotiation process in federal procurements. Further, the scope of what is negotiable can vary. Negotiations conducted as part of a pre-award competitive procurement for construction or for commercial items may be much more limited than the negotiations conducted for procurement of research and development or conducted in a sole source or post-award environment.
