Locating State & Local Opportunities
Businesses have several resources for locating contract opportunities with the State of Wisconsin, local municipalities, and other governmental entities such as the University of Wisconsin system or the Metropolitan Milwaukee Sewerage District.
State of Wisconsin
State of Wisconsin contract opportunities are categorized by construction, architectural, and engineering services or contractual services. Each category has a separate registration and opportunities portal and are governed by separate rules and regulations.
Construction, architectural, and engineering services procurement opportunities can be found at eBuilder (formerly WisBuild). Construction opportunities include the needs of state agencies (like the Department of Natural Resources), the University of Wisconsin System, and others.
Contractual services opportunities can be found at either VendorNet or eSupplier. Contractual services are diverse, including opportunities from agencies such as the Department of Corrections, Department of Financial Institutions, Department on Children and Families, and Elections Commission.
Prior to bidding on solicitations, businesses must register in eSupplier. All bids are submitted through VendorNet.
Please note that you will be required to enter at least one National Institute of Government Purchasing (NIGP) code during registration. NIGP codes are a classification system similar to the North American Industry Classification System (NAICS). For help determining either your business’s NIGP or NAICs codes, schedule an appointment with a WPI counselor.

Local Government
Local government procurement opportunities includes a broad range of governmental entities including municipalities like counties, cities, townships, villages and other governmental entities like school districts. Each entity will have its own website listing procurement opportunities for businesses.

Regional Government Agencies and Quasi-Governmental Entities
Regional government agencies and quasi-governmental entities are entities that function separately from a governmental entity and therefore may have their own individual procurement listings website. Regional government agencies includes examples like the Metropolitan Sewerage District of Milwaukee (MMSD) or the Southwestern Wisconsin Regional Planning Commission (SWWRPC). Quasi-governmental agencies include examples like Milwaukee County Transit System (MCTS) and the Wisconsin State Fair. Please contact your counselor for information about regional government agencies and quasi-governmental entities located in your region.
Bid Matching through WPI
Bid matching is a no-cost service that locates publicly posted government contract opportunities [DOD, federal, state and local] and sends you a daily email with a link to each opportunity. Emails are received daily unless no hits are found using your search parameters. Parameters for the bid match search can include your company’s NAICS or PSC codes or keywords. If you do not know which NAICS or PSC codes or keywords are the best fit for your company, WPI’s counselors can help.
Bid matching is set up during a one-on-one counseling session with a WPI counselor. Please anticipate a few business days as you tailor the NAICS or PSC codes or keyword search parameters until you receive the specific results you want.
